You need to be shure that the person you are tipping is signed on digibytetip.com
Tipping a "random" person is not possible at this moment.

I've already tweeted the tip, so will they receive the digibytes after they sign up? or will they have to sign up and then i send the tip?
They first need to sign up and then you can tip/tweet them.
