I think you can see this question's asnwers by yourself, all market depends on btc this is clear for us and this unfortunately affects icos, good altcoins and everything especially in bear market.

Yes it is, as mostly of their payments is based on BTC and all other altcoins. Sometimes other project forced to stop there ICO as the market and price is very low

For big projects answer is yes, if market is bad like now, they can't collect much money they want but for small projects generally it doesn't matter we are in bull or bear, they collect little money and it is enough for them.
all will be affected by the decline in bitcoin. not only is the project large, but the project with small funds is sure to feel the impact of the market decline. it is not a matter of the amount of funds that are small or large, this is a matter of association with investor interest in the market that is down.

Yes especially if the ICO has a btc parity. Also if the ICO accepted BTC in their token sale. This is what happen to the dump in the price of eth imo though just one of the factors. But definitely yes.
