It is starting to look like he'll stay. Look at the Villa situation with Grealish, they knew he was going and started buying up replacement players even before he left. You look at Spurs, and they're not doing that... which does maybe suggest that they think they'll manage to keep hold of him. If you are going to spend money on a replacement striker, you want to do it before the selling team know that you have £150m in your pocket.
