Currently I own a lot of altcoin, I bought them at ico. My account is being downgraded several times. There are many people who say bitcoin will continue to decrease, so altcoin prices also decreased compared to USDT. So now, should I sell them and wait for the price to buy back? Give me advice 
You could sell it. If i understand correctly you have different types of altcoins, i think that it self is risky. The fact that you have different times multiplies the risk to every type you're holding. Now what i suggest is to wait for a green day before you sell it. nevertheless, these coins will be converted into BTC first to which you';; still profit in any pump in crypto as of that moment.
But bitcoin is now showing the process of value increase. You should first see the price of altcoin you have, if the price is good enough better sold and then buy another altcoin which is more stable value

All of that goes back to the owner of the coin. If the price is very high it is better to sell it because it will benefit. And if the price is down or cheaper than the specified price it is better to hold and wait for the price to rise again.
