I think these days are the best time to invest and for HODL. Anyway, the road down to the market is closed down already unambiguously, there are too many people willing to buy back, but what's more, I think that the missile is already at the start, fasten your seat belts, go to the moon!
Market have just started recovering and my advice is too wait while it possible, you are not losing anything by wating but have an opportunity to recive good money.
Currently I own a lot of altcoin, I bought them at ico. My account is being downgraded several times. There are many people who say bitcoin will continue to decrease, so altcoin prices also decreased compared to USDT. So now, should I sell them and wait for the price to buy back? Give me advice 
between holding and selling, I am more confident with holding. because by holding potentially to increase the price of a coin. besides withholding is the best way to keep market stability.

If you wanted my advice, that it was necessary to specify the name of the altcoins. If like it or opinion, then I'd say so. If they have reached the amount claimed by the project, then sell without thinking. So you 100% will pay for the time spent. And if you wanted to "cut down the money", it's your own business, take a risk or not. These are called hot heads.
As for me my advice is to hold for now, instead of selling out on this poor prices. Meanwhile at the same time it's also depends on how bad you need the money. But it's good to hold and then sell, when the price increases..
I suggest you better hold with a value higher than the current price, so you do not worry about higher price increases, I think the next few months will be higher than the current price.

Bitcoin price can go down but it doesn't mean that it will not up again. So we need to keep patience & wait for green markets. I think you need to wait & don't need to panic sell. Bitcoin price already back to 9k marks & very soon it will reach 10k marks as well. So there is lots of opportunities. Who don't hold their patience they already face huge losses. Sell your coin that reach high price and hold the coin are still in low price. Next time your bad coin will rise it's price hopefully. I have experienced like what you said. I don't sell my lower coin because it have no price. I hold it for one month I now the price 5x.

Do you mean sell? There is no choice but to sell when we are in need of money. But, it would be better if you only invest what you can afford and prepare those emergency of money through regular savings, that way
