first maybe you have to raise the rank to junior (minimum) ,,, and you must make a good post ,,, if you have climbed into junior, you also have to prepare social account of yours agan can be accepted in a campaign ... and then you can try to register a campaign and just wait for your job payment ... you have to be patient if follow campaign ... do well and you will get maximum result ...

What do you mean? Do you mean make your own bounty campaign or join a bounty campaign? To make your own bounty campaign, just create it on bounties (altcoin) section and don't forget to write all the rules and how many tokens for the bounties. If you are talking about to join bounty campaign, go to bounties section too and click it, there are many. 
To start joining the bounty campaign, you must learn more about the cryptocurrency, good ICO projects, and the bounty campaigns.
Then, as you are a newbie, it is better to focus on increasing your rank up to the minimally Junior member, for it will help you find the good bounty campaign easily.

you need to research about the campaigns, bounty before you join. if you not read and study about the cryptocurrencies your effort in posting ang replying will nonsense. if can be possible that your posts will not related into certain topic.

It depends on what bounty campaign you are willing to participate, first check the thread, you can go for telegram bounty right now, when you are at least a jr member you can also apply for signature, translation etc.

To start bounties, all you need do is head over to the bounty section and choose from the bounties listed there. To be successful with bounty campaign, you must follow all the bounty rules and don't go against anyone. Also join quality projects to ensure you get your payout at the end and not just wasting your time and energy. Good luck. Study the project before joining. It helps

just check and read the bounty campaign in the forum bounties, then you check it one by one, read the website, whitepaper, roadmap, check the developer and manager, and do research about the project itself, after that you can join and participate in that bounty campaign if you're qualified to join it.

For a start, I suggest to start reading the forum. There is so much information about bounty. And the second suggestion is to ask specific questions, not general.
The best was to start bounty as a newbie, is to start from social media bounty. Then gradually, as you get upgraded through to higher rank, you can participate in signature campaign and other aspects you feel you can fit into. Try as much as possible to perform all the necessary tasks effectively well and you will get the equivalent reward.
Being a newbie, you can participate in bounty programs by registering yourself at the social media aspect. Newbies cannot wear signatures and mostly are not allowed to do translations. But you can write articles as well.
