Depends on the ICO. If we are talking about really good and not Scam ICO projects, then Yes it is legal, because you invest for the benefit of a good idea, and not on drugs or something like that.
I think if the project is really good enough and have a good dev and the team then we can say that ico is legit. but if they don't have a good plan for their project then it's far from legit and it's only waiting for the time to fail. so far, there are many good ico that still legit but it's hard to find because they need to prove in the long-term journey and if only the price that is increased, it's not enough to be a good ico. I am sure as long as the ico still working on their project, the ico can be a legit project that will make their investor can take their profit too.

There is no clear rule that ICO is illegal, then I think the risk of investing in ICO projects is very big. You must have enough confidence to invest in it. I think that investing in ICO is a very crazy move. I hope you can be careful.
ICO`s is difficult to identify if it is a scam or the legit one, but if you are just reading their white paper and the roadmap of there token that would be great, because with this two information you can easily identify if they are legit or scam.

There are still real and legit ico out there it is just a matter of how diligent you are looking for it. There are a lot of factors to consider when looking for a good ico. The most common thing I do is check the bounty manager if he is reputable and has a high trust rating. When you find someone like that chances are it is a good ico. Also try checking the people behind the ico. Do background checks on these people wether they are legit or just posers who scams people. Finding a good ico is not easy but I would rather be cautious than regret in the end.
What I am doing is that, first I look to the team members of that specific ICO whether it have a experienced and trusted people. then the product or services offered of that ICO.
Why should it be illegal? This is a voluntary fundraising to promote the idea. Support the projects. So I don't know what could be illegal.

Yes there is still ICO's that are legit and still paying there workers. Most of the ICO's are still legit. But you need to be more careful in choosing your campaigns and ICO's. For me in choosing bounties and programs I choose who has high trust bounty managers. Because I think they choose that program because it's legit but it's up to you.
Indeed. We can find trusted ICOs by how they finding their bounty manager. Beside that, we can find their project in whitepapers or their team. If looks their team anonymous, better leave that ICO to minimizing our risk
For I know, there are also some ICO that are legit one, so don't worry much about it. For sure that we will all gonna have the right ICO if we will also gonna support the ICO that we think Is good, don't just join bounties, support as well by investing.
Check icolist or any ICO review site, there list some good ICO. But before investing in anything please make sure it real project and not scam one. You cant know for sure but by checking the compnay and people who work there will help a lot,.
