I think you should invest after it is listed on the exchange because there are many projects after being listed on their exchange prices lower than ICO prices. So we have investment opportunities with a better price and no need to wait through ICOs. buy in ico is more profitable especially on private sale or presale because you will get a big bonus if you buy the coins on private sale/presale. you can get bonus up to 50% which is really big. big investors/whale usually invest in presale/private sale with a big amount of money to the ico.
