Personally, I have not seen much ICOs without a whitepaper, and even if they are they usually prepare the whitepaper and publish it to investors before there TGE. So basically, yes whitepaper is a very important requirement for an investor to read about the project before investing in them, without a whitepaper I will have to consider that ICO as scam.

I'm not sure about the ico project without WP. this project is seen as an airdrop project that provides free tokens and has no value.

ICO without whitepaper thats odd where they put there details for there function and plans dont trust that kind of crap if someone doing and ICO he must be transparent for the Investing public to know the important details regarding the topic its kinda shady and strong candidate to be a scam.
ICO without whitepaper? How would such projects execute actions. I think whitepaper is very important to any projects because almost everything is contained in the whitepaper. Any ico without whitepaper is a possible scam(my thought).
For me, I won't go for a bounty that I don't even have a white paper, because it is very likely to be a scam. The white paper is the most important reference indicator for the project.
Whitepaper is a document for guideline the ICO company and investor. Without whitepaper it may more possibility for scam and bounty is very suspicious., so its play significant role for investor to attract. If the project does not have white paper, you can ask the bounty manager, maybe white paper will appear later.

Personally for me, the lack of technical documentation of the company is a clear sign of fraud. How then will investors be able to study the project in order to invest their money? Do they hope that they will believe them for no reason? No, such projects are certainly not for me!

There are things that you can not ignore. This concerns the availability of white paper from the project. If the project does not have a detailed development plan, then do not pay attention to such a project.
There are a lot of project nowaday where the devs are starting the mainnet and listing on the exchange, before they have everything else. And sometimes it takes some months untill they release the whitepaper of their project. But it also looks like thats this cares nobody. Because 99% of all cryptoinvestors are not reading the white paper
