What are the possibilities for crypto currencies that almost can't be exchanged any more?

There was a coin over at poloniex ages ago (coinsource? or a similar name) that did a 1-1 swap for dead coins. And unlike a lot of 'cleanup' coins, a working wallet wasn't a requirement. Instead they accepted a screenshot of a wallet, with a general limit on how much would be given out -- as otherwise folks would fake it and abuse the giveaway.
That could work again, if anyone out there ever felt like making a Lazarus coin and bring dead coins back to life.
Otherwise with no working blockchain, I guess tax loss harvesting is the only way to get anything out of it? You may need to destroy the wallet or do something like that to prove the loss... not entirely sure what is required, but a tax guy would know.
