It seems to me better to find a good ICO and participate in it. Then there will be more profit.
Usually, if this is a promising and good project, then the coin immediately grows in price 2 or more times. It is better to participate in the ICO.
Lately it seems better to buy once the tokens hit the market because they often dip (or crash) right out of the gate. Seems kind of slow for icos lately.
when ico still a live, you can get more coin when you bought it. though, when it the first week. there are many ico provide high bonus at the first week when they purchase. and the unexpected is when you take much that token, than when the market release but the value is under the ico's value it mean you loss some money. so, when you want to buy at ico, just try to get the best ico ever. so you have profit when the market is on.
It really depends on the project itself whether it will be successful or not. If it will become successful in the future then I think it is better to buy the tokens during the ICO because usually the price is cheaper and there are a lot of bonus when you buy early. But if its not so successful but you still support the project, I think its better to buy in the exchanges because its price will surely drop.
It depends on the market condition when the token is coming out of ICO stage last few months have been very bad for the ICOS only a few of them gained momentum after ico and most of them went under the ICO price. so make sure you observe the market condition before investing.

Mostly token/coin are having small value right after ICO and it will pump a month later or after three months, maybe it is because almost all bounty campaigners are dumping their reward token, so for me I prefer to buy coins during dump , but this will not happen at all the time, there are times that the ICO itself are going to sell their coins in lowest price. It all depends on the project, if a project is really good then you'll hardly get any chance to buy at cheaper then ICO price after ICO completion. If a project is average or below average then better to buy later when it hits exchanges.

Well, if you have confidence that the ico you choose will culminate in a higher price than when pre-selling you have to buy when they pre-sell. But many people buy pre-sell and they lose. But it might be better to buy when they first enter the market to avoid losses that are not in want. in fact this changes completely. there is a nice ico but you can not see the exact route it is better to buy it from the market because the price drops. but there are some icos, with an ix being 100x better than ico. so you need to do some research

From mine experience, in a bullish market it is good to buy at ico because when it gets listed, the price increases above the ico price but in a bearish run, I usually prefer to get it after it gets listed because most of the time, it trades below ico price.
The bearish or bullish market doesn't necessary be the factor of whether a coin will go up or down, it's the devs and the project's progress that matter most but however I can agree with you, it's better to buy in the market when the whole market is negative, I mean, it's better to avoid the risk of having affected by the bearish market and making the coin we invested to struggling.
