Yes it depends on you were you want but choose a very good ICO for investing and make a good resarch about it and if you want to buy btc and eth its also good for investing.

I believe there is no proper timing of ICO investment. 2018 has been a god year for ICOs with a number of them launching their projects. what matters is not the timing but the project you invest on. if you put your money in a poorly managed project with a product that doesn't really have proper use in the market, it will fail no matter the time at which you joined the ICO, a good project however will make you good returns. and maybe now that the market is recovering, its advisable to join ICOs with good project plans.

Not all ico is profitable, its depend of the project but I think that now is a good time to join in ICO, but learn and read about the ICO before joining.
I think that, as the market has started to recover, now is a very good time to invest into icos. But now, you need to be picky on projects you intend to invest into. Pick projects that has top notch team and great idea with good use cases. That's the goal

Obviously, there is no 100% certainty which is going to be a successful one but is there any way to identify which ones are at least going in the right direction? The first one I looked at was Mossland's Whitepaper and they seemed good with solid community. Or should I just buy BTC or ETH? Any suggestions and ideas would be very helpful!

Lately a lot of ICO but I do not think that it's the right investment although ICO who has succeeded in their sales or ICO who has the highest grade even when entering the market will be beyond expectations the price below ICO price it takes a long time to see the price soaring. Yes it should always be a good time to invest in ICo but do not forget to choose those who have good potentials in the future. It is not so easy to choose but you have to do it since its involves capital. I really think anytime is a good time to invest in an ICO if you truely believe in a project and its long term potential. Totally different to trading which is much more about timing..
