You should spend your time to analyse ICOs and only invest those you are very confident.

investing in ICO can also be said to be bad too. it's up to us to choose which ICO. if we choose wrong and you even got hokey. then that's not a good thing of course. in investing in ICO we must really understand and understand it. at least we read the white paper.
If you do thorough due diligence and find a token or coin that has real potential then getting in early can be greatly rewarding, however every new coin or token should come with a warning that they can fail. So caution is always advised .
I think as long as there are quality ICOs out there, it is always a good time to invest into ICOs. This is because they come with greater reward potential as you're essentially buying in at the 'ground floor'. The risk of losing it all however is significantly higher due to the scams you mentioned. That's why it is always important to conduct due diligence before investing. That will greatly reduce the risk in the long term.
I think before investing in any ICO you have to nake an intensive research on what you are buying because investing in ICO is risky. If you want to make most out of it I think you should buy ICOs when eth has a high value and the token you are buying is fix in USD per token.

As the number of ICO's seems to increase with such a high rate currently, so does it seem to me the quality is decreasing. It get's harder and harder to find the few top notch projects and separate it from all the trash.

I've been searching for ICOs for a few days and there seems to be many cases of scams and hacks which kinda scares me. Obviously, there is no 100% certainty which is going to be a successful one but is there any way to identify which ones are at least going in the right direction? The first one I looked at was Mossland's Whitepaper and they seemed good with solid community. Or should I just buy BTC or ETH? Any suggestions and ideas would be very helpful!

Actually make invest in ICO is more risky than make invest in BTC/ETH, although promising higher profit. And to take opportunity in cryptocurrency market, i think you have to jump in to ICO but dont use that all your money, could be use only 20% maximum of your money. Investing in ICO's is a gamble, so there isn't a perfect time to invest or not to invest in one. You have to research the project and if you feel it's a good one to put some money in, then do it.
