I agree I think there is no season when you are considering to invest in ICO, the main concern you have to look after is the good project that is likely to succeed in the future. Nowadays there are many scam ICO's and sometimes its a bit hard to figure out that one.

I think that ICO inevestasi is always have the right time, because the ICO price will be cheaper than when entering the market. but remember not all ICO are going to succeed and bring profits, in view of the current market price that often goes down maybe this is not the right time, because if the ico coin goes to the market maybe its price will go down as well.

If you have more funds it is better to buy some altcoin considering the price is now below average. I see some ICOs sell token for a little bit expensive but when entering in a market the price is much lower than the purchase price.

If that ICO is legitimate and have a very good and unique project then for me today is the best time to invest because this season or this year, coin project is the only way to affect the price value and not through Bitcoin's market value.
There are too many ICOs are running today but honestly some of them are scams and fraud so if you really do know that ICO is real and your intuition is not questioning then you could click that invest button and get higher profits in the near future.
