Well even though the altcoin is a lot but to buy it we have to analyze first whether altcoin has the potential to rise or not because currently the altcoin is priced below $ 1 very much since the market crash in 2018.
Maybe to play it safe You can make purchases at altcoins that have a rank of 1-20 there are several altcoins at low prices and have potential.

Don't just jump in on cheap coins. You should also consider the volume of the coin you are about to buy, whether it's low or high. Sometimes, cheaper coins would not guarantee you any profit because the volume is dead.

The fall is a loose concept. You have to understand that after the fall will increase, at the expense of whether it makes sense to buy coins that cost less than a dollar you have to make decisions on their own, but I think it makes sense to buy but you need to choose the most promising in your opinion.
What OP needs to look is the potential of the coin that he's going to invest and looking at the history chart of it if it is a coin of pump and dump group. Most of these coins are from ICO that is being used by the pump and dump group and after getting what they want, they just leave it there and it never moves. But some of it is still active but not too often.

Why pay attention to the price of one piece? Coins always grow as a percentage. Your earnings will not depend on the value of a single coin, but on the percentage of its price increase.

You may read some thrads before don't choose your coins based on prices because if some coins is cheap and don't hae any usability then the prices will go lower more so you will lose,find the good altcoins even the prices is high and invest on it even ethereum is cheap now so invest on it if you want.

The price is not an indicator, better look onto trading volume. Always remember that if you buy a lot of low-liquidity shitcoins you will not be able to sell it without a dumping this in the future.
Also look onto circulation/total supply and tokens lock-up periods for team, private/pre-sale investors etc. and of course do your research about technology, use cases, team, advisors etc.
I think you need to buy promising and potential coins, if you believe in the future of coins, you can buy them cheaper or more expensive! The main thing to see prospects.

The rule is always to buy low with the hope of selling high for decent profits. Buying into a project at base levels will give a reasonable guarantee of profits at minimal price increment. It is always wise to look for projects with good potentials and qualities, buy into them while they are cheap and hope things turn out great. This way, you not only minimise risks of investing big and losing, you are investing low with the expected gains likely to be more than what you have put in at low risks. This is part of the concept to success.
