More and more people/groups from both sides of the fence are expressing their support for the extended lockdown which is great.

President Duterte and his Cabinet secretaries, Congressmen, Senators, local elected officials donating salaries to help boost funds in the fight against COVID-19.

https://www.gmanetwork.com/news/news/nation/732763/83-of-over-19-000-people-tested-were-negative-for-covid-19-doh/story/
Quote
Of the over 19,000 people who were tested for the coronavirus disease 2019 (COVID-19), 83 percent were negative for the illness, the Department of Health (DOH) reported on Sunday.

The DOH said that a total of 23,678 tests, including retests, had been processed as of Saturday.

There were currently eight laboratories nationwide that had received certification to conduct independent COVID-19 testing.

All the accredited laboratories were capable of testing 1,200 individuals each day, according to Vergeire.

Meanwhile, some 78 other facilities were currently seeking certification to conduct COVID-19 testing.

“Ang target po natin ay 8,000 hanggang 10,000 tests kada araw... pagdating ng April 14,” the health official said.

The chief of the government's COVID-19 response earlier announced that mass testing of suspected cases would begin on the same date.

COVID-19 has infected 3,246 people nationwide as of Sunday afternoon.

Of this number, 152 have died while 64 have already recovered.

**I'm reading some claims na yung 19,000+ ay numbers of tests done at not the number of people tested. According to the claim, nasa 5,900+ ang PUIs na tested.

No way for us (the public) to verify the news. Anyway, here's a screenshot of where the 5,900+ tested PUIs came from (top right):

Maaari rin siguro natin iadopt ang paggamit nito, anything that helps reduce the case will be helpful IMO.

Singapore has expressed willingness to work with the Philippines in using an app that would help in the tracing of individuals who have come in contact with COVID-19 patients, the Department of Information and Communications Technology said Sunday.

Singaporean Ambassador Ho Wei Hong was quoted by the DICT as saying his government is willing to provide the Philippines technical assistance on the use of the app called TraceTogether.

TraceTogether, an app developed by SGUnited, the Singaporean Government Technology Agency and the Singaporean Ministry of Health, uses Bluetooth to track people who have come close to a COVID-19 patient.

It tracks when they were in close proximity with other people, which can be used to identify the close contacts of COVID-19 patients, if they allow the Singaporean Ministry of Health access to data in the app.

The Singaporean government ensures that the app does not track a user’s location and contacts and data it collects will only be stored on the phone for 21 days and will not be accessed unless they are identified as a close contact.

I think there's no doubt na mae-extend talaga ang ECQ by at least 2 weeks or a month. Considering the statement by General Galvez ika nga:

Quote
"With the announcement of the Chief Implementer, [retired] General Galvez, that mass testing can only be conducted on April 14, which is still 11 days from now, we are left with no other choice but to extend the ECQ by at least two weeks," he said.

"Mass testing of persons under monitoring and persons under investigation is the only way to determine if we are winning the war or not. Without mass testing, we are totally blind," he added.

Interior Secretary Eduardo Año earlier said an extension is not advisable as this would hurt the country's economy.

Health Secretary Francisco Duque, four days ago, said it was too early to say if the implementation of the Luzon-wide quarantine should be prolonged.

Source: https://www.gmanetwork.com/news/news/nation/732536/senators-weigh-in-on-possible-extension-of-enhanced-community-quarantine/story/

Hindi natin alam exact case or even the closest possible amount of cases we already have in this country. Mass testing to PUIs and PUMs lang makakapagdala somehow ng clear vision sa kalagayan natin dito sa bansa. Thus, further decisions might come up whether to lift up exclusively either sa mga businesses (since babagsak na ang ekonomiya natin, or sa school matters which is malabo) or unfortunate man tingnan we might even experience longer ECQ kasi siyempre magkakaroon pa ng contact tracing 'yan para ma-isolate na agad mga possible carrier or not.

Here's the source:

Quote
MANILA, Philippines — Vice President Leni Robredo said Sunday she will support an extension of the enhanced community quarantine, but underscored that it was “crucial” for the government to explain to the people why it was necessary and that assistance should be expedited.
Source: https://newsinfo.inquirer.net/1254099/robredo-backs-lockdown-extension

Since nag-lead na si VP Leni Robredo, panigurado may ba-back na rin sa idea na 'to. The biggest problem is:

Quote
Kung hindi nila naiintindihan bakit kailangan gawin, ‘yung resistance nandyan,” she said.

(It’s crucial that for people to cooperate, they need to understand why we need to do this. If they can’t understand why, there will be resistance.

The vice president also believes that the local government units instead of the Department of Social Welfare and Development would know better about the processing the national government’s social amelioration program.

Ang LGU yung may sense kung ano talaga ang nangyayari on the ground, LGU ang nakakaalam ng landscape,” she said.

Let me highlight 'yong biggest problem
Quote
‘yung resistance nandyan

Source: https://newsinfo.inquirer.net/1254099/robredo-backs-lockdown-extension

Well, resistance once again. Feeling ko kahit saan naman lumugar gobyerno 'di na mawawala 'tong pag-alma lalo na itong 1 month pa lang na ECQ marami na nakaramdam ng hirap at 'di nakipag-cooperate what more 'yong possible extension pa?

Talk about LGUs naman.

Here's another good news mga kabayan:

NGO launches hotline for legal advice, consultation during quarantine

Current update as of 4:30pm (PH TIME) April 5, 2020.

Great News guys!

TOKYO - Japan is considering increasing the stockpile of Fujifilm Holding Corp's Avigan anti-flu drug during this fiscal year so it can be used to treat 2 million people, according to a planning document seen by Reuters.

Local media reported on Sunday that Japan was hoping to triple the production of the drug from current levels, which is enough to treat 700,000 people if used by coronavirus patients.

Avigan, also known as Favipiravir, is manufactured by a subsidiary of Fujifilm, which has a healthcare arm although it is better known for its cameras. The drug was approved for use in Japan in 2014. Avigan is being tested in China as a treatment for COVID-19.

In the emergency stimulus package expected to be rolled out on Tuesday, the government also planned to prioritize the clinical trial process of the drug so it can be formally approved to be used in treating coronavirus patients.

According to the document, Japan also plans to boost subsidies to domestic companies that supply masks and disinfectants and will secure enough capacity to supply 700 million masks a month.

The Nikkei newspaper reported on Sunday that in efforts to reduce its dependence on China as its manufacturing hub, it will subsidize companies that will move some of their production facilities back to Japan.

Prime Minister Shinzo Abe said on Friday a stimulus package to combat the coronavirus pandemic will target small firms and households hardest hit by social distancing policies that are affecting consumption.

The package will include cash payouts to small firms and households facing sharp falls in income, Abe said.

The government will also urge private financial institutions to join government-affiliated lenders in offering zero-interest rate loans to cash-strapped small and midsized firms, he said.

Philippine Health Undersecretary Maria Rosario Vergeire said Sunday there has been an offer for a clinical trial coming from Japan, "whereby this drug will be used and we are going to identify hospitals and patients."

"We had communicated already through our (Department of Foreign Affairs) that we are interested in joining so that we can access this drug," Vergeire told ANC.
Although this stage or request is only for clinical trial. Well at least the Philippines are participating to all joint venture regarding finding ways to help covid cases. We all know how smart Japanese are and I hope what they doing will be the ultimate cure for this pandemic Virus.

Read Coronavirus Singapore: 100 to 1,000 infections in one month. What happened?

THE SECOND WAVE
Experts say the surge of cases in this country of 5.7 million people represents a “second wave” of infections.

The first wave began when tourists from mainland China passed the virus to Singapore residents in the initial stages of the global outbreak, with the earliest cases happening before the city state had implemented any travel restrictions.
As the number of cases grew, the city state introduced increasingly strict travel restrictions, first targeting foreign travellers coming from China, then Korea, Italy and Iran, and eventually barring all travellers.

However, a large part of the second wave of infections involves Singapore residents returning from countries such as the United States and Britain, which are experiencing a surge of cases.
Even more worryingly for authorities, the second wave also includes an increasing number of locally transmitted infections and cases with no known links to confirmed patients.
In response to the second wave, the city state introduced stricter social distancing measures, barring the entry of all travellers from March 23 and on March 27 closing bars and nightlife venues, limiting gatherings to 10 people and introducing penalties for individuals and restaurants who failed to keep customers one metre apart. Residents were urged to stay home and go out only to get essentials.

While my guitar gently weeps!!!
MANILA, Philippines — The Luzon-wide enhanced community quarantine set to end on April 12 may have to be extended for 15 to 20 more days to sustain its gains, the head of the national task force (NTF) against the new coronavirus disease (COVID-19) said on Saturday.

Task force chief Carlito Galvez Jr., who is also the presidential peace adviser, said the timing of the lifting of the quarantine was being discussed with the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID), which makes the policies to be implemented by the NTF during the national health emergency.

“It’s quite difficult to rush to normalcy and the problem comes back. What we are considering is to impose this in one go, perhaps extend it for another 15 or maybe 20 more days so we can sustain its positive impact,” he said in a radio interview.

An ill-timed termination of the quarantine period may spoil the government’s goal of “flattening the curve,” or controlling the contagion, Galvez said.

The DOH reported that 3,094 people had been afflicted with COVID-19, including 144 who had died and 57 who had recovered as of Saturday.

“It will be premature if we make the announcement at this time. We cannot preempt the decision of the President,” Galvez said.

Partial or total lifting?
Takeshi Kasai, Western Pacific regional director for the World Health Organization had also cautioned against rushing to end the quarantine and halt other public health regulations against COVID-19.

“We may have to peel one by one and not just immediately lift those public health measures which were bundled with the lockdown to balance and control the disease and to bring society back to normal,” he said.

Some lawmakers and business groups have called for an extension or gradual lifting of the restrictions.

Cabinet Secretary Karlo Nograles, the IATF-EID spokesperson, said it had approved the parameters proposed by a subtechnical working group for deciding whether to totally or partially lift or extend the Luzon lockdown.

The parameters include the trends in the growth or deceleration in the number of COVID-19 cases in the country, said Nograles.

Capacity assessment
Also to be considered are the capacity of the country’s health care system, including the number and availability of quarantine, isolation, and treatment facilities; the capability to mount contact tracing; the availability of personal protective equipment for front-line workers; and the country’s testing capacity.

Various social, economic and security factors will also be weighed, Nograles said.

He said the Department of Health (DOH) was directed to “convene all concerned agencies and to finalize the aggregation and analysis of all relevant data” which would be discussed by the IATF-EID before President Duterte makes the “final determination” of what to do.

Nograles said experts, including scientists, doctors, and members of the academe, would analyze data in coming up with recommendations about the quarantine.

Quote
THE Department of Health-Regional Epidemiology and Surveillance Unit (DOH-Resu) in Davao Region said they are tracing some 400 personalities who had exposure to the New Davao Matina Gallera in Matina, Davao City after 12 cock derby goers have been confirmed positive with coronavirus disease (Covid-19), including the four who succumbed to the disease.

Dr. Cleo Fe Tabada, medical officer of DOH-Resu-Davao, said the 12 had travel history to the cockpit. Contact tracing is being conducted by their surveillance team to check whether the people in the cockpit had close contact with the 12 before their result came out.

~
UP scientists, for commercial use.

Code:
https://news.mb.com.ph/2020/04/04/valenzuela-to-mass-test-pums-puis-and-frontliners/

I agree. What I dont like last night event is yung pagaddress ni Pres. He should just address the issue on a very brief thought then focus na sa on going plans and mga update sa accomplishment ng gobyerno.
That's how PRRD be define. I am not against him pero the entire term niya ata every announcement/deliberation niya ay may kasamang pagmumura, and uncalled ad hominem niya towards something. Nonetheless, at least na address niya 'yong dapat mangyari thing is 'yong mga Pinoy tend to focus sa negativity na mayroon si PRRD, and hindi na nila napapansin 'yong point nung mga sinabi ni President.

I like how the Singapore address his nation with regards to their action plan agaisnt covid19. Duterte.

Medyo mahaba 'yong Video at 'di ko na gaano pinanood pero from what I see, modest 'yong Prime Minister nila at clear siya sa mga sinasabi niya. Totally different from PRRD kasi, you know, bold si President, and doesn't hold back sa sasabihin niya. Well, medyo nakaka-surprise lang 'yong mga unexpected decisions niya, and parang malabo maging ganiyan si President. What I hope for now, is 'yong mas better pa na decisions, at 'wag masyado ilatag ang political interest every decisions.

Nograles: Cabinet members to donate 75% of monthly salary to aid COVID-19 fight

Quote
MANILA, Philippines — A majority of Cabinet members have pledged to voluntarily donate 75 percent of their monthly salary to aid the government’s fight against the coronavirus disease 2019 (COVID-19), Cabinet Secretary Karlo Nograles said Saturday.

(We wish to inform you that a majority of the members of the Cabinet of President Duterte will voluntarily give 75 percent of their monthly salaries to the programs of the government to end COVID-19 during the effectivity of the Bayanihan Law.)

He was referring to Republic Act 11469, or the Bayabihan to Heal As One Law, which also gave President Rodrigo Duterte additional powers to address the COVID-19 crisis.

Some of the Cabinet members, Nograles added, will donate their salaries until December of this year just to support the anti-COVID-19 programs.

Nograles added that he is also one of the Cabinet members who have pledged to donate their salaries.

Not bad for Cabinet Members, and siguro isa na rin sa hinihintay natin na biggest move ng mga Cabinet Members. Pero sana walang bahid ng pagpapansin ito, pero whatever media would always be there, either way.

Tingin ko hindi petty fight yun. Diokno has been encouraging the public to go on the streets since the quarantine at hindi daw sila pwedeng hulihin.

The purpose nung live conference niya kahapon is mainly to confront the fake news/information propagated ng mga nananamantalang politicians at yung pag-clarify at lecture niya tungkol sa "shoot them dead" statement the other night. Meron siyang team to talk about the plans and updates at araw-araw naman binibigay yan sa mga virtual press conference ng iba't ibang ahensya.

The lockdown is working and helping in flattening the curve and buy the government more time to fight the virus.

Projected cases before and after lockdown/quarantine

The aim now is to further flatten the curve para hindi na madagdagan pa ang hirap ng ating mga frontliners lalo na mga health workers. We can do our part by wearing face masks lalo na kapag lalabas. Check out the countries who implemented universal masking and those who did not:

I agree. What I dont like last night event is yung pagaddress ni Pres. He should just address the issue on a very brief thought then focus na sa on going plans and mga update sa accomplishment ng gobyerno.

I like how the Singapore address his nation with regards to their action plan agaisnt covid19. Duterte.

On the other news

MANILA – The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) has allowed around 12 medical experts from China to assist the Philippines in addressing the coronavirus disease 2019 (Covid-19) pandemic, Cabinet Secretary Karlo Nograles said on Saturday.

“The IATF authorizes the technical visit of 12 medical experts from the People’s Republic of China, who will assist government efforts in addressing the Covid-19 situation in the Philippines,” Nograles, spokesperson of IATF-EID, said in a virtual press conference aired on state-run PTV-4.

Nograles said the IATF-EID’s approval is still subject to ratification by the Office of the President.

The Chinese Embassy in Manila announced Thursday that a team of Chinese medical who will help the Philippines in its fight against Covid-19 is set to arrive in Manila on Sunday, April 5.

The team, composed of 12 top Chinese doctors and nurses, has expertise in several fields like critical care medicine, respiratory infection disease control and prevention, and traditional Chinese medicine, the embassy said in a statement.

Chinese Ambassador Huang Xilian on Monday said the main task of the medical experts is to provide technical advice on epidemic prevention and share medical treatment experience.

While my guitar gently weeps!!!
MANILA, Philippines — President Rodrigo Duterte has fired Presidential Anti-Corruption Commission (PACC) commissioner Manuelito Luna for urging the National Bureau of Investigation (NBI) to probe Vice President Leni Robredo for supposedly competing with or undermining the national government’s efforts to combat the coronavirus disease (COVID-19) pandemic.

In a surprise late night public address Friday, Duterte said Robredo is only doing the right thing when she called for support from private sectors to provide assistance to COVID-19 frontliners.

Nung narinig ko, sabi ko fire him,” Duterte said.

(That is just right, asking help from your fellow men. Now here it is, I have someone who is a lawyer at the PACC, Commissioner Manuelito Luna, who wants to place Leni under investigation for soliciting. You’re son of a… When I heard this, I told them to fire him.)

“As of this moment he’s no longer connected to the government,” he added.

In calling for an NBI investigation, Luna said Robredo’s actions “compete with,” or are “calculated to undermine” the national government’s efforts in this time of the public health emergency.

The Office of the Vice President (OVP) has so far raised at least P36 million for the procurement of PPEs for health workers. It also launched free shuttle service and free dormitories for health workers affected by the Luzon-wide quarantine.

However, another PACC commissioner, Greco Belgica, said that Luna’s statement is personal and does not reflect the anti-corruption body’s sentiment.

“It was a personal opinion and request made by one of the Commissioners of PACC that does not reflect the sentiments of the Commission,” Belgica said.

“This is not the time for politicking. We are not concerned with any personality.  Our main concern is to make sure all the needy Filipinos get all the help they need the President promised. Our concern is to end this COVID-19 virus,” he added.

Well, nobody has brought up the reason why the Philippines is once again in the international news, so I thought I'd mention it, perhaps its easier for me to do so being the foreigner.

With coronavirus cases rising to 2,633 in the Philippines with 96 deaths, President Rodrigo Duterte announced that the military will kill quarantine violators on the spot, an approach similar to his punishment for drug users and dealers, as the country’s healthcare system becomes completely overwhelmed.

"Remember kayong mga Left: You are not the government…. Kaya huwag kayo mag-gawa ng kalokohan at mag-riot-riot diyan because I will order you detained at bibitawan ko kayo pagkatapos na wala na itong COVID," Duterte said, referring to the disease caused by the novel coronavirus...

"I will not hesitate. My orders are sa pulis pati military, pati mga barangay na pagka ginulo at nagkaroon ng okasyon na lumaban at ang buhay ninyo ay nalagay sa alanganin, shoot them dead," he said.

"Naintindihan ninyo? Patay. Eh kaysa mag-gulo kayo diyan, eh 'di ilibing ko na kayo," he added.

However, all this was "corrected" within a matter of hours (fortunately).

Philippine National Police (PNP) chief Gen. Archie Gamboa on Thursday assured the public that the national police force will not shoot leftists and violators of enhanced community quarantine and pointed out that President Rodrigo Duterte  just “overemphasized” law enforcement in his recent speech coronavirus disease 2019 (COVID-19) crisis.

“I think, ano of course not. Probably the President just overemphasized on implementing  the law in this time of crisis,” Gamboa told ABS-CBN News Channel when asked if the PNP will implement Duterte’s warning that leftist groups and violators of the quarantine period will be shot if they challenge the government during the coronavirus disease outbreak.

“Of course, not. I said already, of course not,” he added.

In any case, I hope that the lockdown can be lifted in Manila by April 12th there as scheduled.

Here, it will last at least until the 27th. The local barangays are making sure that every household gets 1 sack of rice, which is quite a bit. Doesn't seem to be a food shortage here.

Best of all for me Grab Food still delivers! Cheesy Just Jollibee and McDo mainly.

Wish for the rain? Then deal with the mud too.

Here's the statement:

Quote
First, I sincerely apologize for losing my composure on social media. You are correct that all the projects implemented by the QC government belong to you, as they are funded by your taxes," Belmonte said.

Second, I apologize for distributing health kits branded with 'Joy Para Sa Bayan'. While it is true that my team used leftover donated bags from the previous campaign and that they were the most readily available bags on the first day of ECQ, it is clear that this was highly insensitive given the circumstances.

One thing na sure dito, is dadami 'yong positive cases. Don't get me wrong, I hope as well na mas dumami total amount of recoveries pero given na ganito - we lack of facilities, and materials para ma-sustain 'yong mga patients, tas marami pa hindi nakikipagoperate talagang tatagal pa 'yong inaasahan natin na pagdami ng recoveries.
