This is a reasonable statement, but what will happen with projects that do not have the opportunity to buy now normal developers who could make at least a prototype? This is also not right, we need something else.

I agree, a lot of nowadays have no working product, i would totally discourage this type of ICO or project to be invested even a single cent, this is because, as far as my experience is concerned, a lot of this project would end up just collecting money and then go away and gone.

I have heard about an amount of good ICOs without products and I don't think that it is so bad for the lack of this one. I prefer worthy projects and their descriptions are not so important.
