There's no "golden time" to do something for sure. Opportunities come and go. If you can't catch the opportunity, you miss it. In my opinion if I have a project, I don't think if this is good time to launch, you know many people need money for their food to eat because many of us were staying in the house just to be safe to not get infected of the virus.
a project is ready to launch when it is finished and tested , if you say that this is the best time to launch then you gotta be lucky thatthe project is ready to go , i do not think that people with finished testing is waiting for a period like this and if testing wasn't finished you couldn't launch the project

You are absolutely right that Dev's should not release bad project cause it shadow bad impacts in the market. Also those who are new to this market don't go for fast investment . Bitcoin just went straight from almost $10,000 down to $8,000 level in just 3 hours. That might be another slight correction, after going for the bull.
