Your belief is true, that right now there are many projects that have to delay and add time, while waiting for the pandemic to pass in the country. so there is no correlation between a pandemic and the right time to create a new project. It must also be recognized that there are projects that can finish on time but still the current prices are not in accordance with IEO.

I do not think so that there will be a good project nowadays that will be patronizing by investors because we are still in recession where there is doubt and fear that is happening. Panic is still not finished so I'm sure that there are many investors who prefer to not spend their cash because they know that cash is also a position. I'm also having doubts to make investment in new projects that is why I just trading bitcoins with low leverage.
Sorry, I don't agree with your point. People are afraid of covid19, if people needs job then they will search on youtube and in google, and google wont show crypto jobs at first page! Again, If you bring a new project, who will invest on you? Though if you come through top exchange ieo, then scenario will be different!
Not the best time but making the most out of this time would be my term. People are being laid off and the only thing that's functioning well in this time is the online community, which is the perfect fit for being productive while observing social distancing. New investors will not invest to the newly created projects easily instead they will still gather some useful information on how to lessen the risk while investing in newly created projects. The project owners can't easily reach their goal if they cannot hit a big investors that will be going to support them because a group of small investors will likely to collapse upon the listing of their currency and most of the project owners don't want it to happen. Yeah you are right that there are many people right now that are seeking for online jobs because of the pandemic but the project owner didn't want them, instead the project owners are looking for investors so they can hit their goal. Everyone has a different sense of market understanding and no need to blame the investors just for the poor market performance. At times like this wherein most people tend to sit in front of their personal computer or smart phones because of the existing pandemic, people do tend to seek for online jobs that is payable to earn some income so that precious time won't be wasted. Releasing a project would be easy as long as you have the full concrete idea, concept and objective to serve as the main foundation of the project. People will easily see those projects because they do have more time to seek for new projects but remember, projects are not just intended to pay the participants for doing a job but also it is intended to attract potential investors to fund the project. It is a give and take situation and not just a one way manner. At times like this, investors will be rare to find because many are reserving their funds for more important matter which includes sustaining their necessities to survive this pandemic. Yes i think this is the best time, now people are findings online earning source due to corona. People are now in home so they have huge time for investment, huge time for trade, huge time for bounty. So i think this is the best time.
There's no problem with regards to Time because all of us got plenty of it on our own hands so we can really review projects and invest on it if we want to. But I don't think this is the right moment for developers to release their project because most of us got no Capital to grab the opportunity they offer since we are all in the middle of crisis. I'm pretty sure they got think of that tendency.
