The price of bitcoin has decreased and altcoin is currently in my opinion is still strategic if indeed you still want to invest or add a portfolio. and also use data when you really want to invest, don't just trust people. research first before making this investment because the risk is quite large

Of course yes, it's now really good time to buy and holds Altcoins because the price is generally low right now. If we can invest at low price, there's assurance will sell high rate if we hold.
Last two months people saying that prices are down now and it is time to buy alt coins. Many coins decreased more than 50% when most of the people thinking that coins are very cheap and it was very good time to buy.
If you are investors, buying coins which are in TOP20 can be good investment, as you mentioned that prices are down.
By the way there is still big risks most of the alt coins. Many of them testing their all time lows last two months mostly every week. Waiting the decision of BTC can be better for investment. For trading people can try every time with strict stop losses and aim low profits.

If we take this data, yes! i think it is a great time to buy and hodl altcoins but we have something important to know: Cryptocurrency market is open to astronomical declines and astronomical ascents! We can never say thoose prices is bottom cause bottom has bottom. You should always be afraid in this market

If you buy altcoins, then only for the long term. Choose a good project and buy for a couple of years. On the market, altcoins are in the red zone.

It seems to me that everything is already the best investment for today is ethereum, even compared to Bitcoin. large adoption in the crypto market will affect the overall demand for bitcoin and Ethereum. it will make buying and investing these coins profitable if large adoptions can occur this year. 
I think this time in mid-July is the right time to buy altocoin that has been popular .. to hold up its price rise .. because I observed already about 6 months bitcoin prices declined after the new year yesterday .. and now in the middle of the year when it will back up the bitcoin price.

buying altcoins is now faced with a lot of coin choices, my advice is to keep buying potential coins like eth and litecoin. after that, I bought a new altcoin that had a great chance to grow high and hold in the future.
