Atleast in austria we have something that is called market manipulation laws. If you have a stock and are hyping it without disclaimers, you can get punished (even jail time iirc)

With false information /incomplete information: definitive, yes.

What he is doing is recommending investments that he is owning himself with the sole reason to increase his own wealth. Without disclaiming it. Clear-cut example of market manipulation in regulated markets.

(companies must produce a 100 pages cataloge that gets proofread by the fianance agency here. All board members and managers must inform the public of any trade in company stock they or their relatives do. Most firms forbid the buying/selling of shares outside the reward programms)
