Thailand has played 4 matches while Pak and Bangladesh both have played 3 matches, the decision is made on NRR IMO not about full member. Both Pakistan and Bangladesh women team performance is drastic in this tournament and they both need to work hard or else don't play next WC.
I rechecked the story, in case i missed something and now can confirm that, they were denied the World Cup entry (and indeed tournament got cancelled due to covid) because they had no ODI status. According to the reports it was harsh decision and they were robbed of a maiden appearance of an ODI world cup.

With the Super Sixes stage of the tournament unable to be played (or rescheduled), the three highest-ranked teams in the ICC's ODI rankings at the cut-off date of September 30 progressed to the main event under the tournament's playing conditions.
Thailand do not have ODI status and therefore do not have an ODI ranking.
The ICC announced in April the women’s teams of all Full Member nations would be awarded ODI (and Test) status, but for Thailand, whose progress in the women’s game has far outstripped that of its men’s side, the only route to ODI status would have been through qualification for the Championship."
Ok, I have a question,
Why are you letting a team play in the qualifiers when you are not going to let them play in the world cup? I mean what is the reason behind that?
Is it just me or does everyone actually think that ICC is being run by stupid people?
If you don't want to let a team play in the world cup, just don't give them false hope.
And yes I agree that if both Bangladesh and Pakistan women's team does not improve their game they might not be able to play in the next world cup.
I actually see quite the same problems in both the teams. the players don't have a good enough physique to play on a big stage like the world cup.
I certainly feel when any batsman of these two teams is batting, there is always a chance of a run-out because I don't think the communication is good enough. obviously, I have not even talked about the skill level.
