I guess we often use garbage on describing ICOs but for me it ain't trash just so happened that we are not observant enough to know what the scam to legit project and I'm only thinking of one big factor, most of the people on the industry just came for the money, that's all and that is also the reason why most of the developers scam because of greediness from the investors.
you're right. but market earnings are a very important factor. After all, cryptocurrency is an investment tool. and people come to make money. this is normal.

I can't comprehend why people don't wait until POST ICO release, THEN analyze the platform and decide whether or not to invest. Doesn't this sound like the best logical solution? Sometimes even quality ICO's dump and you can pick some up for pennies on the dollar "fire sale".

it is true that now more and more ico is trash and makes investors sick, many projects that are originating "without purpose / quality of poor technology development make ico's image worse
but not everything is bad and we can still get opportunities, so if we can research and choose the right one so the project can run well.indeed the ICO is currently unknown and many are trapped there so many people are defeated so they don't want to start there again.

Investors are doing it now, they prefer to invest when the coin hit the market than waiting for months with uncertainty, this is why so many ICO cannot reach the soft cap, even if the project is very good because they think that ICO sellers and bounty hunters will dump the coin when it the market.
Thats why you always need to make a good investigation of each project, because there are too much fraud projects on the market. However, the numbers of scam projects science the last several months are decreasing.

They are absolutely ruining the image of crypto and even affecting legit's ICO program making them down also. And so we can't blame investors not to trust with ICO easily as they'll have bad experience in previous year. As we have this IEO system, they'll might a huge changes of investors look's towards crypto and putting back their trust again, and to try how's profitable they are than of ICO.

For now, most ICOs are not like 2017, so investors have been very lazy to buy at the ICO, and at the moment the IEO is the best way to invest. Because the IEO is safer and more profitable. 
I also do not recommend investing in ICOs. But of late I have realized that there are such projects that have unique vision, strong team and investing in them through ICO will be a big opportunity for investors. So I have started investing through ICOs nowadays. But there should be only good ICOs. So I want to ask investors to go through the projects before investing. As far as the ICO you have mentioned, I do not know about it much. I will definitely check it.
only few ICO that could give their investors profits.most of them was shit projects that no usage at all.they just want to collect money and after that their planned exit scam after listing in exchanges.personally i am prefer investing in binance IEO.
