Absolutely it's damn TRUE, ICO projects involved with cryptocurrency market specially some coins value interconnected with ICO investment. ETH is the most effective coin which is every investors choosing as a erc20 token payment gateway. Now eth price too dump so ico projects condition is horrible.

it's true because by not supporting or participating in ICO rubbish it will certainly not work well and certainly will not make investors feel disadvantaged. because there have been a lot of investors who lost their money because they entered ICO garbage 
There's way to many ICO's that are literally trash. Idk how people invest in some of these projects. It's honestly a joke... The Bittorrent ICO would have been a good one to invest in just because of the hype behind it. If the token goes to $0 in a few months it would still be worth it because people are tripling their investment within a few days (probably not worth buying right now, but do your own research). Those type of ICO's are 1 in 1,000,000. The majority of the ICO's people are investing in are pure garbage. They have no utilitarian uses and they have weak fan-bases. I can't comprehend why people don't wait until POST ICO release, THEN analyze the platform and decide whether or not to invest. Doesn't this sound like the best logical solution? Sometimes even quality ICO's dump and you can pick some up for pennies on the dollar "fire sale".

I understand what your feeling is about now that we can see that the market is crashing and everything are not falling into places. Always remember that there are always good and bad side of things and dont always look on the bad side. ICO is still a good investment if you choose your ICO wisely. Theres always a scam and theres always the ones who gives you money.
Its a shame what ICOs have become, back in 2016 it was so better than now,excluding the bloodbath condition we've been in for a while investors money are not safe anymore ,the whole ICO thing looks more like a joke now and yet greedy people are investing blindly in all this good for nothing projects ,I can't wait to say goodbye to ICOs for good ,STO on my mind now
You should instead be asking people to stop investing in scams and possibly guide them to identify scams. Asking people to stop investing atall is dictatorial and very dangerous... Reforms can be made and consensus reached within the community.

I agree that we already got too much trash coin, most of the time the ICO created to scam people, and because crypto is decentralised world, everyone is welcome to create coin, its one of the centralised disadvantages, bittorent ICO maybe could be a good project, alot of people mention the positive things about that ICO, but like OP said sometimes the good ICO also could be failed, its because people are looking for profit not the technology and the features of the coin

Not all of them are trash. There are still some great projects on the market and people are too lazy to check them before investing in these projects. If everybody would deeply analyse each project, there would be no investors that are feeding scams.

I know many of the ico project became bad image for the majority sight of the community, which is obviously they learned from it already since 2018, though for now this 2019 those ico scam are now lessen anyhow. So all we need to do as an investors and bounty hunters is be careful in choosing the ico project. Do some research and evaluate first before anything else.
Apparently projects that will hold their ICO on the site Binance be a good idea to shoot in the listing. Soon ICO Fetch.AI, it will be interesting to see how it goes.
