Hype are ending pretty much soon as ICO's couldn't just rolled up hyped with millions of funds, as you see the marketcap had already shrinked down and there aren't that much 10, 30 million hardcap projects anymore, existing fallen projects might ease with value deprecated, and although new incomers are rolling out, they aren't that eager to seek quick profits like how old ICOs used to be, investors are especially careful as many of them suffered loses which their ICO token NEVER regain their precious position which the hard fall of BTC ever since.
Is there a hype in ICO? Just now there are so many and not all good, but the hype clearly has passed. I think it will be the second wave, those who did not manage to gather the profit on the first wave, they will learn to extract the lessons from already announced projects and their errors and improve the conduct of the ICO itself and of structures for the collection of investments in new projects.
Yes , we need such a system. If we could make a decentralized database which has the information about all scams and failed ICO(failed but not refund the investors funds), it is a good source to publish about those ICOs. it will be helpful for investors. I believe we need more rules and regulation for ICOs for the better crypto future.

As my opinion, I dont think so when will end the hype of an ICO because everyday there's a new coming ICO's project but i agree if have sanctions for ICO because some ICO's that scam previously will continue to scam again by terms of creating a new ICO project and collect money again from the investors. Its typically hard to find which is scam so the best way is to have a regulations for ICO.
there are many ico that are finished and not developing at all.
this makes me upset and angry, I agree if anyone can be a regulation to make it difficult ico who do not have the quality can campaign.

it's already happening, regulations for ICO are being created by the authorities, which is a good thing. I hope they can maintain the current status of easy investing to the ICOs, but they need something to show for themselves prior to the ICO launch.

I think it's good way without rules. Freedom for marketplace provide good things. Rules it's same hype like every ICO, if you understand what I mean.
In terms of crypto world, sanctions are needed, yet not possible. If we will make them, the concept of crypto will lose itself and there will be just "currency".
We do need sanctions and rules and regulations that ICOs have to meet before they are put into the market in order to combat the growing problem of ICOs scams now. There is just way too much that is being done using ICOs and soon enough the scam coins will overshadow the good ones and that will be the last straw which breaks the camels back and people will stop investing in ICOs

I think ico need to regulate by someone who understand the problem of every failed ico or maybe wee need to more careful and be wise for choosing ico because if failed ico after lunch the toky.
It is already over, as for me. The peak was end of 2017, now people become more smart. Many projects not even collect their Soft Cap, im not even saying about HardCap. Regulations will come soon to this market, and this hype is definitely over.
Of course sanctions are needed! Now every second person can spend several hours to create a beautiful site, start the Bounty campaign and start raising funds. And then disappear. And nothing for it will not be. This should not be, I believe that the ICO should be regulated
I hope that some day there will be a regulatory agency that will conduct an independent evaluation of the ICO and, according to the results, give an admission to the start of the campaign. Otherwise, reject.
