The number of potential projects failed because the lack of investors was a natural thing. This is something reasonable because investor confidence in the ICO has diminished. In addition, the very volatile cryptocurrency market conditions make profits from investments not as large as normal crypto currency conditions. These investors choose to save their money temporarily instead of being used to invest because they choose safe risk management so they don't suffer losses.

Yes, you are right it needs funds to realize the project, but investors are more choosy and wiser now, they know what to look for a project, because many projects really don't have potential or offer anything to the community, some of them are just coins.
