Although the Bear Market is a compilation of falling prices of 20% or more. I agree with the author of the article. A bear market is not always bad. As it was said in such a market, there are really good projects that can exist even in such conditions. But for people like me who have been holding their coins for a very long time, this market is of course terrible. I have recently, even though bitcoin is growing, almost no coin has risen in price.
Excluding the fact that bear market is good for those who wants to invest in coins ,buy at cheaper rate with more quantity ,Many hate bear market because there coins lose value but here are some facts you should know
The delays from ICO projects either bounty rewards or getting listed on exchanges are mostly because of market condition ,all these projects are hoping for a better market surge so has to make higher profits just like 2017 ,either the project has funds or not ,softcap or hardcap raised successful there will still be some delays, you will even see projects putting locks on bounty rewards ,some for six months or more.
If bitcoin hits 30k tomorrow and ETH turned over 1500$ you will see all this projects rushing to exchanges ,releasing locked tokens ,no matter how bad the project is, it will still be profitable,this makes me feel that all this projects have nothing to offer ,they are here for gains ,some short gains and others long term huge gains.

Yes, projects in a bear market do not behave decently. They freeze investors' money for their own profit. Let's say if they sold tokens for $ 100 and received $ 200 for them because of the growth of the market. They can safely use the funds. Therefore, such a market is bad for everyone. Except for those who buy coins for long-term investments.

I like how you emphasize the statement about the sincerity of the project team that despite the market status, they continue their project and released it on a bear market. This is a very positive perspective on how Cryptocurrency projects can be delivered now in 2019. I admire those investors that really support their project and I am hoping that they will be successful in the coming years.
So far we all agree that the bear market is not really something that we see as malicious or negative, but rather we need to see it as an opportunity. Investments made when the coins are at their low, bounty payments paid while their value is low, goods and services paid in crypto will be affordable though this one depends on the movement of the goods, it can change from low price to high price because of poor demand as almost nobody uses a coin.
Anyway, I am always confident when it is bear season. It only means weaker hands are selling and it will give a boost once all the weak hands have sold their cryptos.

I think the exchanges that list this projects are part of the problems. I guess we should avoid such exchanges and give them the reputation they deserve across board.

You guys are right that bear market provide us good chance to get more of our favorite coins i was personally able to accumulate some more eth but actually it is the stress and feel bad emotions during the bear market that are just not good and also not in our control, it is just like emotional sickness where the mood never gets better because of bears in the mind.
Bear market is not bad for those that are able to buy good coins at a very cheap price but it is bad for those that have bought the coin when the price was very high. In a way, bear market is a win lose situation.

Its actually have its own advantages and disadvantages. Its good for investors because its a great time to choose crypto to invest in a very low price. Buying coins very cheap means instant profit when the market suddenly fluctuates. On the other hand, its bad for bounties because most of the time, the participants are not being paid or the amount of rewards are very low. So I guess bear market is beneficial depending on what side of crypto you are in.

I think - bear market is bad for those who didn't manage to sell their crypto at the end of 2017, and then didn't buy cheap crypto at the end of 2018. And those who sold crypto at the end of 2018 had a particularly bad time.
