not all ICOs are scams, but most are scams. well, this can be explained because an unprofessional team, as well as ICO, is a fraudulent way to deceive ordinary people. well, for those who don't do research information, of course this can be an advantage for scammers.
Since the market goes down we meet some ico's that being scammed but not we are facing some success and waiting that many the market recovers to avoid loss price of tokens before it get listed in some exchanges.
Instead, better to hope that the project will be listed instead of thinking of the value being down, chances to increase is possible when its ready inside the exchange, but until that time ico's can still proceed and scam investors money instead of being listed inside exchange, there's lots of cases that happened along the way and until now most of those ico's are still ain't showing any progress. 
Because in most cases it seems to me that people do not want to do anything, because they just want to get money, but this is hard work and we understand this today, I am sure that it will return to them in a different form.
In this market there were no restrictions and laws, so the scammers cleverly took advantage of this and cheated millions of hamsters. In addition, they did not even want to create a product, rolled out the idea, collected money and hid

Nah, fake ICOs can easily be identified, not so easily, but it’s better to take hours in studying an ICO to know if it’s fake than to invest in it and be expecting profit only to be disappointed at the end. But whenever I want to invest in any project I start with checking the team to know if they are truly what they claim to be. I check for their LinkedIn profiles and everything. Why scammers want to scam other people ? Because this is how they love to make money . They don't want to develop new technologies and work hard for a long time to introduce them into people's lives. They prefer to trick away other people's money, because in most cases such things in the crypto space goes unpunished.

Many scam projects happen because the ICO market is not yet properly regulated. Also the law protecting the investors are not sufficient so they are complacent. The people behind majority of the scams are aware that this market wouldn't last long so I think they just took advantage of it before it gets unpopular. They are also aware that many people in this space (including them) just want easy money, so they took advantage of it.
the initial year of the ICO was where bitcoin had not yet reached high prices so it was still rare for cyberspace people to glance at it, after bitcoin reached its peak at the end of 2017 many people joined cryptocurrency. those who saw the easy opportunity to make their own project, ICO used it to seek profits and deceive others.
In this world I believe that where money flows in easily will become a target from bad eyes ,this is where scammers comes in ,since 2017 last bullrun ICO has became a target but alas very soon IEO will eradicate all this present issues

Don't worry it will one day cease, because IEO is going to replace this ICO crowdfunding, if there is no regulation happening we shall soon see the demise of ICO in cryptocurrency, because this is the one thing that stopped new people coming in, to cryptocurrency.
The reason for ICO is very hot, or mainly greed, making money easy. Last year, the market was very hot. The ICO is very profitable. Many people make money early, but some people make money while others lose money. The market is fair. There is a bull market and a bear market.
Only small percentage in ICO are really successful in their platform and projects. Majority of them were spotted as scam ICOs. Since last year, I never easily trusted some of them. We can always checked if they are trusted and not just fraud, we can evaluate the team behind the projects and we can easily identify if their project is clean and is possible happen.
Scammers realized the potential in the crypto and used it as bad. They used ICOs to make money on the short path and reduced confidence in the crypto market.

80% of ICOs in 2018 were exposed as scam projects so this is happening because of anyone can launch a new crypto projects and can hire bounty hunters for promote such projects and can earn in millions this caused the investors to be afraid of investing now even the idea of project looks good.
Indeed, many people create their own coin or token and scamming peoples. I am afraid this can give bad effect to cryptocurrency market and people will thinking crypto is scam market. I am agree if government involved to regulate ICOs to reducing scam ICOs and gain investor trust

You're right, even though most ICOs are scam, but some ICOs are certainly still very worthy of success. well, there is no particular reason why ICO can be a scam. of course it is caused by someone's greed, or group with instant money.

Maximum projects weren't scam. Most of the projects failed in ICO to raised softcap. Market was not suitable for the investors, so ICO were not successful for most of the projects. Some projects were scams that we can see this trend now.

That's because they think that if you are looking for money in cryptocurrency it's very easy and they might think if it's easy work so many bad people always try to find a gap to get a lot of money
