i guess the previous program are not effective or not reach developers target. since the coin already issued, might as well extend program to give out all the balance.

because they don't get the target they want, because they are not in the situation they want. Just continue with them, they can extend the campaign there for many reasons, they want to get more money. that is why ico is extended.

this statement is unfortunately the truth. we can thank the scammers for driving away the investors with their scam ico. this is bad for all of us. ico lose investors and we lose our bounties.

Another reason is they are not able to achieve their target. When project not able to reach soft cap they do the extention on the project to sell it.

yups you are right, many investors think thousands of times to join an ico, because there are too many ico scams, and this has an impact on bounty expansion. 
Not only because of this, so is the reason for the falling market. Many are afraid to invest when the market is in such a condition. Also, developers extend their campaigns, because they needed to collect for example 5400 eth, and after the market fell, this amount was 11,000 eth.
we can not get rid of the scam so be careful not to fall victim. for me to do before investing to read white paper and join telegram to learn more about the project to find out if it is a scam for not losing money.
I did not dare to agree or disagree about why many bounty campaigns were widespread. a little knowledge I can mention why the bounty campaign was expanded, because the bounty campaign had not reached the sales target.
I think so many bounty campaign are extending these days because sometimes they don't meet their requirements because of downtrend market, a lot of projects can't get enough money and they extending the ico to reach at least soft cap. 
if the project extends ico - it means that it has problems, and consequently in the bounty after the extension I cease to participate. because in most cases there is a waste of time
