as you said KYC is not set at a fixed rate which means KYC will apply to certain transactions in an amount that has been determined by the casino and maybe if a gambler who knows the KYC system will surely withdraw large amounts of money regularly that will not be asked to do so KYC.

Even if KYC is implemented then it should not be a problem. Sometime having KYC verified accounts can get you extra layer of security to the funds. In negative incidences you can always claim your account and funds back to you by cross verifying your kyc. It's a simple logic.

1 - if they want their account to be just deactivated and not delete their account data
