why not invest in both. Split your 15k and 50/50 on both Ethereum and NEO. Not only you can maximize the full potential of your investment but it has a lesser chance of loosing. Both Ethereum can NEO offers a great potential. If i have that much to invest this is the best strategy that i will do.

If I were you, I'd buy an etherium. Neo is a very good coin but I do not trust it. On the basis of the etherium many things begin, that there is a guarantee that by 2020 it will not just disappear
If I choose between the two I will go with NEO. You are right, it will be hard for the ETH to increase more of its value unlike NEO. At the same time, more of the new projects are now using NEO of of faster transaction and a lower fees.
I suggest holding both. If I were to be forced to pick between the two I would go for Ethereum. I feel that in the best case scenario for both then NEO will outperform ETH but I also feel ETH is a much safer investment as it's more established and is less at the mercy of Chinese regulators.
