This is technically fraud as you are expected to provide accurate and up to date personal details when signing up as per our terms and conditions. However, as you will not be able to verify this account and raise account/card limits, we do not prosecute these cases very heavily.

They won't ship to India. You will have to ship to another country and then forward it to your address.

I dont need a physical card. A virtual card will work for me if it is possible.

Using any available withdrawal method. You don't need to deposit funds right away, it's a good idea to register an account, log in and look around to understand the features and ask questions if you have any.

Yes, you card needs money in it so that PayPal can actually charge the dollar or so to verify.
