I do not understand why people make such conclusions about the projects in which they did not fully understand.
Not knowing the situation they throw "into the wind" unclear phrases.

The last time, I was startled by the fact, how much thieves appeared, at the moment.
Especially, on the Internet.
Last year there were not so active hacking actions.
We hope, that it will be stopped soon, or that humanity will find a way to overcome it.

Reall good decision. I think every ICOs on top of the Ethereum should do the same.

There's nothing we can do about it for now. Let's just wait for Propy's further announcement if there will be a chance that we can get an increase of bounty or let us know if there will be a limit of qualified participants. However, there's 10-20% of bounty participants that are not eligible as they are not following the bounty rules. (numbers are just my guess)
