it is fully utility token thats why no and as u know all utility tokens can pass Howey test. By the way almost all ICOs now issue utility token because the security ones would never be listed on top exchanges

I have head a lot of things about SEC regulations now. They even restrict some projects to make an ICO thats why the question arises dont u break the SEC rules? I not u have the utility token. But will it pass the Haiwu test?
