Yes it does appear coinmarket is down, the admin looks to be based in Normway where it is nearly 4am in the morning. So it is possible that the server has crashed and he has yet to setup monitoring/slept through alerts.
I hope its nothing worse as i had literally just transferred .22 btc there and traded another alt to 0.28 btc :|
Either way its teething problems we see with all new exchanges, i'm sure he'll be back up in the morning at the latest.
Theres no set amount of votes, i believe they do it based on coin stability, features and popularity. I'm not completely dismissing bribes but I'm sure that's just filthy rumors!

From what i've heard so far the same user/person on the same IP emptied 9 accounts, it sounds more like a pool op making use of unencrypted passwords (like xtra pool did). But who knows, we will just have to wait and see, i'm just as sad as i was trying to by .5 btc's worth of KDC and that btc is now (hopefully) safely trapped in their wallet. 
Why mine other alts when you can stick with us and ride this train all the way!
