For now you cant able to find out whose behind this exchange but you can contact their social media mediums but as expected you wont get any replies.

Quick update.

As posted I have not received my balance.  It's gone obviously but I wanted to update with the customer support ticket system.

After providing proof on the block explorer on the transaction they replied asking me to double check the information and if it matched up, reply to the support ticket to receive my funds.

When I log in to reply to the support ticket, there is no reply option.

Absolutely do not trust them.
If this would be website with games or something, they can come and go as they please. But this is cryptocurrency exchange. They hold hostage other peoples money, for God's sake. This is serious and should never, never happen. Do not take it lightly. If they are not serious with how they run their service, they may as well just be gone next month, run with your money.
I had a good nose to smell exchanges being burn in the past. I avoided MtGox fiasco, then Bitcurex, then Vircurex... I could lose a lot of money, but I always managed to withdraw and my money was safe in my wallet, not on the exchange.
So think twice, and avoid this exchange.

And maybe C-Cex isn't a scam. It is incredibly poorly run, their communication is terrible, and their support team is MIA during their "summer holiday" but they do keep opening back up for withdrawals and fiat deposits/withdrawals have been working throughout "limited mode". While there is no way in hell I'm going to trust them with all my crypto, I'll continue trading small amounts on their site but won't be surprised if my BTC goes missing.

Just be smart and don't risk any more on this site than your willing to lose. There is money to be made trading smartly on C-Cex assuming it doesn't go under.

Plenty of people saying it's a scam.  I don't care about whatever vacations people are talking about.

This website will let you register, deposit your money, and then give you a balance of zero on the coin.  If you submit a support ticket you might not even get an answer.

Read my lips: The site is a scam.  Deposit your alt coins elsewhere.  If you don't check these forums first then you'll be like me and lose a couple hundred bucks.

Simply read above posts and try to understand this exchange service is not working right now and all team is on vacation until 31 August you have to wait for this until they come back and then set all things for users and then hopefully you have your money in your wallet

This is the only choice to take when a service tell you they are going on vacation for thre whole months and during that period they don't ensure their service. They basically told us all : " we made enough money we are not aiming to work anymore, feel free to leave".

at 09-07-2018 I just withdraw my Ethereum classic from c-cex to my wallet but until now I haven't get the coin although in my ethereum classic balance is 0 already? can somebody help me how can I get back my coin? i didnt see my TXID in withdrawal history, are u stolen my coin bro ?

"Limited Service Mode" just means that they do not have enough funds to cover all withdrawals.

When running an exchange and having set up a decent staff (management & support), a company can run 24/7 without interruption.

As a exchange / company, you need to keep customer funds/assets separated from companies operational funds/assets. Apparently c-cex is not doing this.

Looks this like a first sign for insolvency or exit scam?

You are not the only one do see such thing but even I do still surprised how an exchange do suspend such operation and telling that they are on a vacation? They dont even care on the users or traders that do use up the site and if such features are disabled then this exchange is completely dead.
They should have the consideration even just leaving out some personnel's to watch out even on just basic operations like deposits and withdrawals. Im not even sure if they would comeback on last days of August.
