The problem is ICC is looking for money and they are happy to do anything to bring in a significant amount of benefit. And to ICC it does not matter which team does well or which team does bad. If they cared about cricket, they would have actually helped the smaller teams. But instead, they are just helping their more powerful teams to get money. It is actually understandable because the bigger teams generate the most amount of revenue. Nevertheless, smaller teams cannot generate better revenue if they can't play better cricket. In fact, they won't even be able to play better cricket if they aren't helped by the ICC. ICC does not have any headaches as a result of that. And it is really sad to see the way the future of cricket is shaping up.
When India won the 1983 World Cup, BCCI did not get tickets to watch the final match and with the help of the then government and the sponsorship of Ambani, India along with Pakistan was able to bring the World Cup out of England in 1987, if not England and Australia dominated Cricket and they never bothered about other countries. BCCI especially Salve who was the BCCI president then was determined to take the power of the ICC away from England and they have done that because they were humiliated by the ICC in rejecting two tickets requested by the BCCI to watch the 1983 Finals.
So anyone crying about the powers in Cricket, check out the history and then cry about it

When Sri Lanka won the 1996 World Cup majority of the players were sponsored by Arjuna Ranatunga who i consider as one the greatest captains in World Cricket and ICC did not shower them money, from minnows to World Champions were their sole hard work and many of the players during that period was staying with Arjuna Ranatunga because they did not have a place to stay nor the money. So to cry about other nations are not developing Cricket because ICC is not helping is just bullshit. The board has to take the initiatives to find talents or you need a captain that could take that role to develop the quality of players and you cannot expect anyone to bring everything in a golden platter.

I know what has happened to India and Sri Lanka was not the most desirable thing but that does not justify them having control over ICC right now. It feels like you are quite happy to see India being in the driver's seat because you are an Indian. But that would not be fair to the other teams. India has enormous power over ICC and so do the other 3 in big4. But that is the only reason why cricket is not expanding worldwide.
Only if the teams, the cricket board which is in power, as well as the ICC came together and thought about the game instead of making money and the big teams thinking of themselves as valuable items could this game flourish.
Honestly, I don’t even blame the big four at the moment. Because everyone wants to be in power when they get the taste of it. However, ICC handled everything so poorly that it feels like they are not in charge at the moment.
