Ethereum for new is next to Bitcoin and others follow, NEO is a good project but not as the scale of Ethereum, thanks to the Chinese market behind NEO. One thing I observe they are doing now, is that they are trying to poauch good projects on Ethereum and make it compactible with their own platform which I thinkis a good move.
If there was a choice in front of me to take eth or neo, I would take it equally, for me both these coins are promising, only they are aimed at different audiences (China, Europe)
I'll exchange 1 ETH to Neo, separate your investment to different coin because you've increase your profit when both of them price rising too, I think Neo have potential to replace ETH become top 2 altcoin

If it were me, I would only invest in ETH, although all the coins you listed are very potential and future development. But you should not split too many assets into those altcoins. Just invest in ETH, that's my opinion
Much better if you can wait a little bit longer to have the price of Ethereum rise up again. As of this moment, ethereum is getting its momentum to bring back its price like what we are expecting it should be. But it depends on you if you really feel to invest to another altcoin than waiting for Ethereum to regain its name again.
don't invest in one full coin, you are right. you divide your investment into several coins. and you ask if you should buy 21 NEO.? I suggest to sell a little coin that you hold (Eth, ADA, BTC, XLM) then you can buy a little NEO. So you have the coin you want.
For me NEO has so much potential at its current price is still undervalued, as you can see in 2018 many ICOs are now considering using NEP-5 NEO Blockchain in their ICOs because of many advantages NEO Blockchain has rather than the most common ERC-20 of Ethereum Blockchain.
Yeah in my opinion one should invest in different crypto at one time, because if one currency falls others will rise and he will be able to regain his lost money on some specific crypto. The best Altcoin for me is Ethereum. I think that there is no comparison between Ethereum and NEO. May some people want to develop NEO for their own interest but Ethereum is good.

My advice to you is not to "keep all the eggs in one basket", so the best option for you will be keeping your savings in different coins. I follow this tactic

Both coins are good. But you do not need to sell ETH exactly.

I used to think both are equally good but for now the difference between them is very visible, the ethereum is so strong because even though the price drops very far he will quickly get back to the high price and I'm sure the price will continue to increase every year
The differences between NEO and Ethereum are too obvious to be ignored. NEO, Ethereum of the East, is not at all similar to Ethereum.
