Each S1 Antminer has 2 X 6 pin PCIE connections. One connection per blade.
The reasonable declaration for E.U Customs means that Bitmain convert the BTC price you paid him to USD ( U.S. Dollars ) and declare that on the Customs form. This means you will have to pay your Countries import charges based on that Dollar value.
For the E.U. they declare full value for what you have paid. They will not declare a lower value for E.U. Customs.

It is my understanding that a 6 pin pcie is only rated to supply 75 watts of power, or a total of 150W for two connections. Please help me understand - how does this work if these devices are pulling ~400 watts?
You understand wrong. Modern GPU cards use more power than that and only have 2 PCIE power connectors.
+1 6pin connector=75 watts-8pin connector=150....add together,75+150=225....Most cables have 1 of each on them.
So if you just use the 6pin your cable will be able to support 225 watts,but the cable & PSU is actually capable of up to 300 watts safely(assuming min AWG of 16-14,I think that gauge is correct)
