It really funny in the crypto community everyone is trying to be smart. I joined an ICO which had 4M USD on their raised fund bar only to come and tell us that they have been able to raised only 27K. I just pretended I haven't seen that . Let's just be truthful to ourselves.

Better to avoid most of the ICO nowadays since there is just a bearish signal everywhere so you won't get scammed. 
What do you mean, there is just a bearish signal everywhere? I think what you are trying to point out is that, ICO's are already known not promising. And in that case I can say, no. There are factors that will going to be the basis how we are telling things. Based on my experience on ICOs, it wasn't always that bad. Maybe you just try to invest on trading and exchange platform.
In the crypto market, we are no longer unfamiliar with scam issues. There are many different types of scams and we should still take precautions when investing in ICO. but now IEO and STO are born, scammers are dead and from now on, exchanges will help us sell tokens of prestigious projects. Stop investing in ICO projects if you want to be rich.

Always bad market affects them and they pause until good days come. But the real reason they had a very shitty project no-one wants to buy. Also some are saying they raised millions of dollars but they decided to refund investors

For many people it does not matter whether they are scammed or not, it is first of all important for them whether it will be able to bring money, because quite a few frank scam projects in which people invest for quick profit.
how can they get money if it's a project scam? in what ways do we work and invest in a project scam and we will get money? I think the ico project with a new format is not necessarily a scam. it all depends on the team and the equipment of the project, if it is feasible I think investors will definitely continue to invest. many new industries will continue to join this market, we will see it flooding the ico market soon.

2) Refund - When eth more 200 to 300 USD people invested some ICO now they are stopped and started refund now Eth price 95 USD .
3) Some ICO announced Soft cap reached successfully later their also follow this kind of refund method .

It is just a trick by the ICO scammers. They must have sold the ETH used by investors to purchase their tokens at a higher price of $200 before buying back at $95 to refund the investors. 1) ICO Stopped or Paused
2) Refund - When eth more 200 to 300 USD people invested some ICO now they are stopped and started refund now Eth price 95 USD .
3) Some ICO announced Soft cap reached successfully later their also follow this kind of refund method .

Yeah i feel the same
Myself got participated in vanig, at first seems everthing was fine base on news delivered at their social accounts but at last they're gone like a bubble with no traces to be found. I really feel i lost everything at that time and stop for months. But now I decided to build again my self with crypto

No more investing ICO projects and no more work for their bounty campaign. Once i was working in a bounty campaign and collected great ammount of coins in signature campaign. I also believe in that project too much and i invested with all my Ethereums.. The project was softcapted but end of the sale they just lost.. So i did lost X2! My works has gone (nearly 350 post i made for them from my btc account) and my my ETH has gone.. I never trust those kind of projects anymore, people can lie easily and i believe that they have no fear from the God..
You cant really till if the ICO are scam unless you have a big solid proof and debunk them. Most ICO that turn scam now are succesfull they said but yet run the money even KYC cant help cause they can still fake it.
Recently, people have already come across the fact that a huge number of scammers are really fooling their people with their investors. I can only say what is on the market today. But you, too, can start to collect money for your idea and this will not prevent you.
You can avoid all of this simply by investing once the crowdsale has been completed and the token has been listed for trading that way you won't be risking as much from investing up front or having to wait for a refund if it fails to reach softcap or for another reason, and you'll likely be able to acquire assets at a discount once the market has reached a nominal value in these conditions which only requires patience
Whatever where he will put his money and then the result of analyzation will matter a lot in this case. So many people are doing wrong and they are getting trapped by fake ico. They must do a proper analyzation for any ico

I'm beginning to think that they are making a profit also from pausing the coins, when the market is down, I have seen so many ICO paused or stopped and their alibi is the market condition yet they are very slow to refund their investor's money, am I the one thinking that they are using the money to invest.
Many ICO have been scam because could not have higher price after listing on exchange market, I think owner have responsibility how to make their coin have higher price with listed on higher exchange market.

I think it would be better not to buy any coins at this time because I think almost 98% of ico will make us lose.1) ICO Stopped or Paused

it would be better if now the ICO is replaced by STO or IEO, I think the ICO era will end soon.
for ico indeed the refund problem is still very chaotic because they always return investor funds when the alt price or the other one goes down, I think I think the ico exchanges investor funds with stable coins / fiat money so that the money from investors is not too severe but rarely do ico do that matter

IN my opinion, the whole ICO field is kind of scamming people. Rarely projects are trustable. Better avoid ICO overall.
Nah, that's not true, what the op has discussed here is in no way a scam. You got what you invested and you weren't scammed. The only problem here is that the price broke down and went below the purchase price. So in this case they have no other option than to still give you what you paid for.Take for example you bought 1000 tokens and it is worth 1 ETH currently $143, which means the 1000 tokens you paid for is worth $143, if the price of ETH falls to $100, you will be paid that $100 cause that's what the tokens are worth as of then, there is no scam in it. It's just the risk we see in cryptocurrency.
It is always better not to invest your money into each project, but to invest your time in making your own investigation of each project to assure that they are legit. Try to take part in ICOs that have already secured their soft cap.
