Absolutely no, Ethereum, Neo and the rest of top 100 listed on coinmarketcap are all ICO. If you generalize ICO are all scam then some alts sitting in top 100 are scam. Its about picking the right project.

They are good projects that will really help the crypto community grow and its not fair to call an ICO a scam until you have actually researched it and you are sure it is a scam.

you can't generalize for all ico, not all ico are scam but the ratio of the scam ico to others is just too high, that is why it's always advisable to do a thorough research before investing in any ico Just my two satoshis...
not all ICOs are scams of those who say they may not really understand the market situation. many projects have succeeded in achieving hardcap but prices are far from ICO prices. and spread fud and make panic so the price gets lower. yes this is crypto you have to realize it.

not every coi is a scam one andd you need to be optimistic about that so you should not get too paranoid ablut scammers and avoiding them is not that hard
Not everyone, just have 15-20% percent where that SCUM but each time they will become more and more,as the projects will now be tested in the SEC to pass, etc., and even now just the market is so weak and fell strongly because of this, many initially promising projects that were set to work could not raise the necessary money,or realized that technically will not be able to do what they offer,and decided to run away with the money and throw investors.
