It's better to buy after the ICO when it's already on the open market, because you can fetch it in a better price and it spares your money from months of lock-ups. If the token is of good quality, it will go up. So it should be bought at ICO. Of course, even good tokens can go down in line with a general market down turn that nobody can avoid.

Well from a personal level I would prefer to buy during I.c.o than to buy during market because you would be able to buy at the ico price rather than buy during market where most time its price goes above the ico price

'm forced to give the answer I hate to hear: It depends. The ICO or initial coin offering is very difficult to valuate. If you get a good one you can do rather well.

Unfortunately it's rather difficult to pick winners while buying coin in the vanguard of an emerging nascent technology.

It's also a notoriously scam laden field and it can be difficult, even among those who consider themselves crypto-saavy, to discern the out and out fakes from the contenders.

this is true, some ICOs might seem legit especially if we base its value only on its whitepaper. it is much easier to  wait for price action after the ICO stage, but the gains might not be as great, considering that we chose a good project. With Menlo One, an ICO marketplace project, this might all change if their team can pull it off. It is a decentralized ICO listing and rating platform which rewards honest reviews and penalizes false ones.. imo, this project will be a huge hit...

With Menlo Ones launch in a few months, I think it would be profitable and less risky to invest in ICOs. I checked their whitepaper https://www.menlo.one/ and found this project very much convincing.

In my opinion, it depends on the situation. but I think it's better to buy tokens during ICO or pre ICO because they give discounts and with this discount you have lots of benefits in the near future even if you sell directly after completing an ICO project you can still get with the discounts you get from buying tokens. ICO projects that have very good fundamentals will have a greater chance of success. If everyone stabs, buying at ICO is the best choice.

The best way to buy is, buy some in ICO, and some after ICO in the exchanges, especially the DEX exchange usually cheaper.
Be careful when you not buying in ICO, it may not achieving soft cap.
