With the performance of icos these days, even if when tokens are been sold at the market at ico price, the price will surely decline after some time. This makes buying token from the market better than during ico sales.
I think the biggest factor that makes the performance of ICOs bad is the market that is dropping, and this is the biggest obstacle for the team to get the money from investors, plus the number of scam projects that make investor confidence continues to decline.

In comparision, the price at ICO is rather cheaper and you might earn big after it is on the market. However, there are only few successful ICOs, and the price might fall after ICO, so I prefer to buy when it is already on the market

Usually buying the pre ICO and ICO is better and more profitable than buying from market after the ICO, because the price is cheap during ICO and even sometimes you get bonus for your purchase. But you have to study carefully the project firstly because not all ICO projects are promising or giving valuable tokens.

I noticed that many investors were afraid to buy during ICO because their reason they are cheaper can be bought on market. Especially when they found out that a large percentage is allotted in the bounty program. Many Bounty Hunters immediately selling token/coin even lower than the ICO price.

It is better to buy tokens during the ICO or pre ICO since they give discounts and by this discount you have as much as profit in the near future even if you sell directly upon finishing ICO project still you can earn with those discounts you earn from buying the tokens. #Datarius

Unfortunately not good time for ICO. I prefer to invest more in ZIL and WAN. Especially at this price. This is not advise 
Buying coin during the ICO is cheaper but you need to make your research about the project and most at times some coin looks promising but onces after ICO the price will fall.so in this cause you have to take the decision and risk either to buy during ICO or in market.

I think it is better to buy during the ico than the market. During the ico there are some incentives attached to the number of tokens you bought during the ico program and they are always at a low price i.e the ico price.
There are often situations when the coin after entering the exchange loses its value, this is the best moment to buy.
