Not necessarily! A project could make other project become more functional by supplying or identify a niche that will make other project become successful and if such project deliver on it's objectives, everyone become successful!

That's a question that need not to answer. How could an ICO possibly sell their token if they don't have the product they are referring to as their project. In my opinion, if the ICO has no product then it has a high chance that it could be a scam.
