The only wallet I have that has enough incoming capacity is BlueWallet. There's not really a point in doing that, it'll just be an "internal" BlueWallet transaction that costs 0.3% in fees.

I have ~ 0.0083 in a Blue LN wallet and want to send 0.0075 to an Eclair LN wallet with 0.025 inbound capacity.

For funding from on-chain to LN it's the other way around: BlueWallet doesn't charge a fee, but Wallet of Satoshi charges 0.3% for the conversion.
