Despite no longer being able to search for addresses and the lack of direct monitoring of spent outputs, I think it still deserves a spot on the main table, so my answer is yes.

Regarding this explorer, as far as I see, Bitcoin_Arena said he can't rate it and since then nobody did it... If you look at 1miau's post (just next to the one you linked), he told Bitcoin_Arena to wait until someone would rate this explorer, in order to have some information about it but, since then, nobody did it... This is why it was not added to OP yet...
You are right, I have not added "3xpl" to my list of block exporers back then because I've interpreted the post of Bitcoin_Arena that way, that Bitcoin_Arena still needs time to review it properly, especially to give an accurate rating for our table.
Thanks to both of you for the above explanations... If Bitcoin_Arena doesn't rate it a year after he/she made the post in question, then perhaps one of us should rate it instead.
