Low market has not only cause icos to be cheaper, it has led to most ico being dead whiles others end up being scam. With the current situation of mosy icos, I think it will be very difficult for me to invest in any. I will only participate in bounties to gather more coins so that when the market revives, I can sell.

Exactly, people thinking that market low can make ICO's cheaper are totally wrong unless you enter from fiat currency world. In ICO the rates are already fixed and these rates does not depend on market situation, they continue to sell upon the fixed price. Hence, if you wan tot buy for 1 ETH you will get the same amount of tokens even if the market is low but if you buy ETH from fiat currency you can get discount due to low prices and then can get more tokens in ICO sale.

True, market crashes that makes the ICOs cheapers can be a good thing since it means you can buy more altcoins than what you can usually do. These are not always negative but it can also be seen as a opportunity for a new investment to hold.
I think this is an opportunity to invest in a proper ICO, we can buy some tokens for investment, buy tokens at very cheap prices, then hold the tokens until the price of Bitcoin back up or back to normal, I think this is one way to take advantage of opportunities when the market is not normal.
