Logically, knowing a language does not mean that you live in the country of which it originates.
True: Quickseller confuses language not only with geography, but also here specifically with legal jurisdiction for tax purposes (!).
For example, if I learn French, I am not forced to be in France.
Though I observe, “school French” would not qualify you for editorial responsibilities in a French publication. (Whether forum moderation requires such a level of mastery is another question.)
Besides learning, there is also a possibility of
moving—maybe ancestrally. Croatia has suffered major strife and dislocations in the past century. Not all people who have grown up with Croatian language as a familial “mother tongue” have ever even set foot on Croatian soil; and of course, even today, Croats born in Croatia may move elsewhere as adults (just as is true as for most any other country).
I have no doubts that some moderators do live in the country that the language hails from but it is wrong to assume that all moderators, past and present, live in the native country.

Good point. However, OP Quickseller is so determined to keep this thread going that he’s spent the past month struggling to keep it alive—repeatedly changing the topic title, and piling on new accusations per the “throw it at the wall and see what sticks” strategy.
This thread generated 15 pages of heated discussion within its first 24 hours, a few more pages the next day—whereas now, for weeks, the thread has repeatedly died and been resurrected. The past dozen pages or so mostly consist people laughing at Quickseller, interspersed with Quickseller futilely trying to reignite controversy.
Unless it gets mod-locked (possible but doubtful), this thread will probably limp along until everybody just loses interest. Then, Quickseller will eventually create another new thread accusing Lauda of kitten abuse. This cycle has repeated many times.
