Just want to update you regarding POGO's in our country, Pogo ‘kingpin’ arrested in Laguna – PAOCC.

Quote
The Presidential Anti-Organized Crime Commission (PAOCC) said its agents arrested Lin Xunhan at a subdivision in Biñan City on Thursday, October 10. In a report, the Paocc said Lin used the identity and passport of an individual named Lyu Dong and operated under aliases “Bogo,” “Boga,” “Xiao Long,” “Apao,” “Pahao,” and “Hao Hao.”

The Paocc report also noted that Lin arrived in the Philippines in 2016 and has set up alleged scam farms in Ilocos Region, Central Luzon, Calabarzon, Cebu, and Metro Manila.

It's good news, but this is just the start I guess, we wanted to see that justice will be served him and that this so called Kingpin should be jailed according to the rules as there are a lot of murders and tortures and crimes and justice should be served here.

As long as they're paying a lot of money to the protectors then they will be protected. Maybe next time we'll see a lot of them being exposed and it's all just a matter of time when. Or when the administration changes and we're in a new governance, they should be fair to all but it's all about how much money their competitors can give to whom who.

These illegal POGOs operated like shabu laboratories in the past, often hidden inside hotels and private subdivisions where they went undetected. Recently, our city mayor declared that our city was free from illegal POGOs. However, just a month later, an illegal POGO was raided, highlighting the authorities’ oversight.

If there are still any operating, it’s likely just a small group, and even their protectors are being cautious now since there's an order from the president to ban POGO. Without protection for the Chinese operators, they'll eventually be gone..not instantly, but slowly and surely. By the way, you should check out "#No More Bets"..it’s a great movie and possibly a real POGO scenario.

But still, how can they still operate when the mayor says that the city was free from illegal POGO's. So obviously, their is some colluding between the illegal POGO operators and then maybe the police and other local officials because they have the courage to even continue to go under illegally even if the President himself declared a total ban already.

As for the movies, yes, I have seen it, and probably it's the closest to the POGO structure being established in the Philippines. Although in the movie it is not and they are Chinese speaking or at last the operatives who dismantle this group is Chinese. But in the end you will see that somewhat there are corrupt officials involved and so it just hint that it will continue despite the crackdown and this could also be true in the Philippines.

We can’t discount that possibility, but they wouldn’t be called POGOs anymore--they’d just be a bunch of illegal gambling operators. Banning POGOs doesn’t mean a complete shutdown, as it’s impossible to eradicate entirely, but it will at least minimize the problem. Plus, by ordering a ban, the government positions itself more favorably in the eyes of international speculators, showing that they’re taking action.

It's showing the position of the government but not exactly how it will be, as we all know that even there's already a complete ban there's always a way for those operators to continue doing business as they can just hide and facilitate by corrupting enforcers and provides them offers that they can't resist,  if there's a huge amount of money involved there's always a chance that this business will continue,  it's impossible to completely ban it unless the government will take down all the corrupt officials which is too hard for sure..

Doesn't matter how many prohibitions and regulations authorities create and enforce, illegal gambling will continue existing. If not physically, it will be virtually.

The point is that illegal gambling houses don't force anyone playing there. People gamble because they want. If governments want to fight gambling disfunctional adoption by its citizens, they have to invest in education instead of prohibitions. Enlight people about the dangers and consequences of gambling, and if these are smart people, they won't maintain their frequency in gambling houses like before.

When something is forbidden, but people don't know why it's forbidden, it just encourages them to seek the pleasure for the unknown.

Yeah, there were some news during the past admin that they've operated like drug dens too.

Maybe your mayor lack of intel for that pogo and that's why just after a month, it was exposed and raided. Still, a win for the local government there that it was taken down.

Mate, I don't know when we'll have those officials again that have the pure heart in serving. Okay, let's give it to the current administration that they're able to take down these POGOs but they are hiding something that somewhere in Cavite, there's still one big politician-backed POGO that still operates in an island there. So, what the government did is just took down a competitor of the other.
I believe so, they just pointed those competitors and established their own, the good catch here is they control the law so they can simply hide those extablishements that still doing the same business, though just for the sake of giving them that compliment as those text promotions are now been limited to none after the president declares his position against illegal POGOs.

I think we will see the results of this law in a year or two at the earliest, but I don't think it will have the effect they plan to have. In my opinion, crimes do not occur because of gambling, but because of the fact that most of the population does not have the opportunity to work and receive decent wages. At least it seems to me that a greater effect could be achieved by increasing the sentences for criminals. Perhaps the death penalty should be brought back if the crime rate in the Philippines has increased so much.
I do not agree with you what you have mentioned about the death penalty. I think the death penalty should not be applied by any means whether the amount scammed in huge or anything else. I do not think the death penalty is the solution to such an activity.

Well, bill is just a bill. It's not yet a law and I think that you're quite confused with that or this is what's working in our country. But these briberies are pretty normal in our country. That's sad that even the law enforces are getting involved and they're doing it as if that's already part of their routine and a normal thing to be done.

Sad to say that there are more corrupt officials than those who are working fairly, from that sense, there's always a chance that even there's already a order about it, those people behind can still continue as they can easily work it out with corrupt officials that will protect the business and will let them facilatate the business.

No further update though as we observe there are no text about promotions about casino offers, that's part of the great news after it was been address by the President.

Nope, a bill is still a bill and needs to be passed before becoming a law. So, in short, it's not yet a law and there's no need to obey with that. But in our country, even it becomes a law, there are too many lawbreakers and the rich ones able to step up the laws and follow what they think is right because the enforcers of the law can be fed with money.
That's right because they think that bill is just a bill that can be breaking if there are no attention from the regulator. Besides that, the enforcers can be bribe for some money and even they can protect the business from the inspection from the other enforcers. That will makes  the bill can not fully work because every time enforcers want to catch them, they can hide and run away from the investigation. It need a clean enforcers who can avoids the bribe or other things so they can work regard from the bill.

Yes, this is the state of the country right now, we thought that when the current President wins the election, it will be totally different. Unfortunately, I will say that it was worst than the previous administration, and with the proliferation of gambling, gonna be hard to stop it at this point as there are a lot of corrupt officials, from police to current and former elected officials.

Although now, there are less text messages or calls that I received because some illegal POGO's has been taken down, but we haven't seen any one really face jail time as the investigations continues. And not sure how the total ban is going to be implemented when Pagcor is against it because of the huge tax that they are getting.

true, and it is the reason why POGO's potential was ruined, stupid, greedy, corrupt officials got a hold of handling POGO and ran it to the ground, such a waste of opportunity.

I remember how annoying it is when scammers get a hold of your number and won't stop spamming you with their scam, so I am glad I never received these kinds of texts but I still get calls from unknown numbers which is very annoying too.

Yeah, and I think it will have to go to several process and readings before it can be approved as a bill and then execute. But that is just one thing, execution is another one, as you mentioned that their could be bribes to corrupt government officials and this law might not be executed with full extend of the law.

And it's really hard to find a police officer that is not corrupt or not influence by anyone. It should really come from the top, to the President and his trusted men to really enforce and close all those POGO's for good and then clean it up starting with Alice Guo.
I heard that every bill made by the government has an interest for some group of them so they will execute or reject the bill and ask to modify it. But citizens will not realize for sure about that because citizens will not read all of the bill. Besides that, it is very difficult to find enforcers who get bribed by the high level or other parties because they will not open their mouths and tell their secrets. President can command his enforcers but between his enforcers, he must have a trust enforcer that can work for that duty so nothing bad will happen and he can search for the bribed enforcers and catch them.

But in the case of POGO if the officials of those businesses will just do pure business and don't mix with other illegal activities well maybe its fine to regulate them, But seems they are engaging with risky matters which involve national security or threat to humanity I guess that banning should be done. Yeah those taxes it can provide would bring good help to the country, but if the exchange of everything is the welfare of people then I guess its better to eliminate this since human life is important.
I think the issue here isn’t really about legality; it’s about the corrupt government officials who have let POGOs operate without proper documentation because they’re being paid off. As a Filipino citizen, I’m in favor of banning POGOs since the benefits don’t really go to the people but to corrupt politicians instead, who don’t even pay taxes. It’s better for the majority, too, as it helps reduce the illegal activities associated with POGOs.

I just hope the President doesn’t turn a blind eye to what’s happening, because that would show people he’s a responsible leader who can protect the country from these kinds of problems.

If they are not paying taxes, then obviously they should be shutdown, but first they will have to come after them and chase for those unpaid taxes. And then after that, they can close and then go after that supposedly corrupt officials that help them established this POGO inside the country.

It should be complete and swift as well, together with the police and military and then capture everyone that is related to this crime. I heard that there are still being investigated in the Senate, but it seems that it has taken them so long already.
That’s what should happen, but unfortunately, even government officials are often involved and act as protectors, making it tough to shut down these operations. It’s sad that those in authority contribute to the rise of illegal gambling instead of stopping it. We can say there’s political involvement here because, during elections, these individuals provide financial support to politicians, and once they win, they come calling for favors. So, I don’t see much hope of ending this as long as leaders are greedy because they’ll find a way to keep POGOs running. As the saying goes, money talks, and we all know that money can easily influence people, especially when greed is involved.

There is no death penalty as far as I know in the Philippines, it has been abolished years ago as we all know that this country is predominantly Catholic and so it's against their faith to take someone's life.

Maybe life sentence, but even the Chinese drug boss that has been caught or any other criminals for that matter could get out. So the justice system is not that strong in the Philippines from what I read, so it might really take time to see the results or even if we see the big names right now going to jail like the former Mayor of a town who is accused of being a Chinese spy, as she is the own who facilitated POGO's in his town and obviously, she is the protector.

They abolished the death penalty, then reintroduced it, then abolished it again. By the way, some politicians are in favor of the death penalty. All your arguments perfectly demonstrate that the real problem of the Philippines is not gambling, but the high level of corruption and the inability of the government to resist crime. In my opinion they just need to raise the standard of living of the population. Without that, the problem cannot be solved. We all know that many laws can be easily circumvented and banning gambling is one of them.

Philippines is big catholic state that's why they value human life and church is against killing that's why lots of politician follow what they like and then take out the death penalty here is the information about this https://icomdp.org/why-the-death-penalty-should-be-abolished/

That's why lots of criminals in that country is confident to do bigger crimes since they know they can escape bigger penalties. If there's Death penalty for this crime or for heinous crime for sure incident like this or other bigger crimes will lessen. But guess this will happen to a catholic country that's the reason criminals like to take advantage on the situation since they know they can escape easily to receive higher penalties for their crime. For gambling authorities can do something else with that case but when there's torture thing or other crime against humanity then I guess this deserve the highest penalty to eliminate those criminals.

That's right,  as we know that there are many lapses when a bill is being executed not unless there's a dedicated law enforcement that will handle it with the full and direct authorization coming from the head of the state, otherwise,  those who are in this business will just look for another corrupt officers or law enforcement that will give them protection and let them facilitate their illegal activities.
