I have never stop investing especially when the market was so down,it best to buy at the time an ICO is in low price.
If the bull will truly comes now then it will be a nice idea to start investing in solid ICOs again because with the bull, there will be another ICO rush and one can take advantage of it to make profits and buy more solid and well established projects to build his portfolio

Yes, you can! ICO is one of the best ways to raise a lot of money in a short period of time! Just don't invest all of your money in one project.
If you think this will a time to buy some ICO's coins must better to choose wisely because some of them are totally to increase the price even if going for a longterm. Must better to choose to those ICO's that have some potential so that in the time to sell them you can get some profit.

I always liked investing in ICO projects. I think this is exactly what is needed now more than for example in 2017. Now the market is dominated by quality projects that can not but rejoice
If experience has taught us anything during 2018 it is that the ICO will end up cheaper when it hits the exchanges than when it was in crowdsale phase. If you are still planning to buy during the ICO I would suggest you only invest with a partial amount and wait until the coins hit the exchange to add to your position.

People are becoming more and more picky when it comes to ICO-s which is pretty great - poor ones just don't make it as easily as they did last year.
ICO-s are more and more concerned with providing maximum quality.
Yet the market caps are as low as ever because dumb money left crypto.
This is probably the best time to buy, and I've returned to crypto to actively participate in ICO-s. Not going to shill you any of them, do your own research, but the market in general is just asking you to buy stuff today.

ICO investment is very risky and by looking at the successful ICO projects this year I suggest you to avoid investing in ICOs. Buy the coins which are already listed on exchanges. In coming year ICO projects will not be a successful option for investment.

As practice shows, tokens always fall in price after the end of the ICO. You can follow the project, follow the direction in which to go and buy tokens later. I do not think that now will give you the exact answer ..

I think that now you should not invest in the ICO. It is better to wait for the market to recover and in 1-2 months you can begin to analyze projects for investment.
